First are you talking about a specific area?

I would define it as Customer service and providers.  Do me it is KGFE.net.  

Unless it's a scam, the situation is self-correcting, i.e. bad agencies don't stay in business. The lone exception is when they are the only game in town.

In that case it won't do the OP much good to ask for a list of of "worst K-agencies", since it would be short lived because of the name changes. The better question for OP to ask is "who are the reputable agencies", because their names have staying power.

I can tell the worst orgs in my area. But not sure he's interested in bay area orgs

rentry did, or at least used to, do that. But it is likely better if they get help rather than everyone just expecting someone else to do all the work and then take advantage of that effort.
