out of curiousity - gfe+

I was just curious as to why the DC area has the gfe+ designation and increased cost for the service.  Other states, never ran into any of that two-tiered pricing.  For example, LA is typically around 250, Bay area is around 200, etc.; but, that is all-inclusive.  

Just curious as to how that developed here if anyone knows ..

sorry about that - I did read the different threads and I know 'what' it is; but, could never find if anyone had an answer as to 'why' DC/VA paid the extra for the 'extra'.  

It just seems an anomaly compared to the other cities where it is included
