I've just been told, by more than one that it averages about a week, between first call or email / text replies from first contact to confirmed / approved. I've also been told, if this is your first time, to expect to have to give quite a bit of personal information, not a good idea as I have been told. Obviously the things you note, local bookers with contacts in LA. a local friend to vouch for you, ETC, make a big difference. As for the 35,000, now that's funny
The LA scene usually don't accept if you don't have ref in LA. Yeah, basically telling us they won't take newcomers.
Only thing you can do, if you are new with no ref, is call every girl available and see who is willing to take you without ref. I know there is at least one booker who is active currently and will work with you. It is your job to find him/her if you want in. I did hear that some booker does screening once they receive your info(heard it from a provider), but she told me the process can take anywhere between a week to three months. Get lucky. Book any k girl you can. Build ref that the girl you want will take. Stating my opinion based on my experience. Yours may differ.
Sometimes it is ok not to respond when you don't have the facts especially if you are not a local or passed screening in that community. One week , one month , who knows why and when a booker responds if ever to an out of towner. It is all speculation.
LA has it's own standard screening system that does not depend on lead time but credentials. There are exceptions but they don't apply to everybody.

Hey punters on the west coast. You have no idea how good you have it compared to the rest of the country. Since I have moved on and travel extensively I find that the value index is outstanding in Los Angeles. I don't get back to LA as much now but when I do I have found that some of the bookers from 6 years ago still have my hobby phone and information in their system so have been able to partake. Some of my favorites are still around.
