I have been to Paris several times and on two visits enjoyed the company of women.

Most of the agencies there are Russian and not what I would call high end. The pictures on their sites are heavily photoshopped and while you can tell its the girl in the picture, she does not look nearly as hot. No complaints about the service though. Would not recommend them for a dinner date, but more suited to 1 hour arrangements. Their rosters are continuously changing as their women move between Paris and Moscow/St. Petersburg. This option is pretty much it when it comes to arranging something on short notice.

The second time I used a high-end German agency that brought the women to me (two flown in from Germany, one commuted from a few hours outside Paris). Though I had a great time with each (2 days each), 1-2 hour bookings with this arrangement are not possible.  

The third option is using local providers, and this is very high risk. I have not done this myself because my research showed way too many instances of B&S and upselling.

Finally, if you strike out and decide to go to a strip club, The Penthouse is a really bad idea. It was 375 Euros for a lap dance.
