Of course I know there is no substitute for in person but I am seeing some girls on cam sites who say they "see people" off site.  
I have been in the hobby for a while but would love to be able to see a provider on cam and talk to them. Are there any sites or even specific providers that do this on a site or via Skype? It seems that most on cam site however do not see people is that true or just what they say for legal reasons?

Come on quit being a cheapskate, pay for an hour and buy her lunch. If you hit it off work out the details for a night together. In some locations there are meet and greets where you can talk with several ladies in one night.

Not something I would be into, but I have seen several providers mention here that they do it. Also have seen it mentioned on some provider websites.

I see gentlemen via Skype.  I think it's a fun and different when they are away and always gives us more to talk about when we see each other in person again!  I typically just have clients I've seen at least once ask and we set a date.
