Make it legal, mandate health checkups for providers and like in many EE countries make providers pay taxes like all other citizens.    The cops can concentrate on murders!

It was a stupid and meaningless charge in the first place.   If we look at it closely,  can Mark Zuckerberg be prosecuted for what people post on Facebook?    Or for that matter the owner and operator of Twitter for all the Twitter accounts providers have on Twitter?
