Prague isn't what it used to be, either. I would think you might do OK in Bucharest and Budapest, maybe Warsaw and Kiev, though.

From what I understand of the Russian tourism industry in regards to this particular "venue"; you will probably want to check out the Russian bride web sites.  A number of organizations were offering tours to meet prospective "wives".  Of course the prospective wives were always very accommodating.  But there was always some barrier to the actual wedding and move to the states.  I heard of guys going back multiple times on these tours to continue to "court" the prospective bride.  How many of them really bought the story I don't know.  All of the trip packages were very expensive, and this was several years ago before Russia really got expensive.  Also, any business generating foreign currency will have a connection to the famed "businessmen".  I personally wouldn't do anything with a Russian organization based on just the fact that they play rough, and I suspect they have lots of women who didn't volunteer with full knowledge of the employment conditions.  I can't stomach the idea of slavery like that.  Also, I have some Russian expat friends (which is how I learned all of this), and they won't deal with their former countrymen sometimes because those guys really play fast and hard.  My advice, don't tour Russia if you're not really familiar with all the players involved.

I would also recommend Estonia, Tallinn. Not expensive, tickets 600-1000(depends of the season), not dangerous at all for visitors(Moscow could be dangerous- but its easy to avoid that, just need to know what you can do and what better not to do), plenty of saunas and different adult entertainment.

Restaurant: $30-40(really nice food)
Beer: $0.5-$1(0.5L- comparable to German beer)

I don't know about tours, but there are several escort services listed online for Kiev, as well as some ex-pat English language newspapers with ads for escort services. You can also rent private apartments over there pretty inexpensively. No beaches, though.
