Public action has decreased a lot in the clubs. I think your best bet is Globe, from what I hear it is still pretty common there. They probably also have one of the best line ups, with good service as well. Just ask what you want beforehand. I give you very little chance to arrange this in Sharks or Oase.

Why do yo uthink the public action is down?

 
Ehhh, because I go to clubs a lot? You can get your rocks off in the kino (porn theatre) everywhere and in the summer many big clubs have some place outside where you can fuck. But in the middle of the club? Where most people can see you? You hardly see it anymore.  

Exception are maybe Babylon and the RTC clubs (Freude, Villa Venus, Grimberg, Romantica, Arabella, etc), but these all have around 15 to 20 girls and few real stunners.
