Basically the end of wide-open Houston.

LE simultaniously (sp?) raided two major agency/spa locations.  The next day two other major operations closed down on their own. None of the girls were charged except those with outstanding warrants or found to have drugs on them. The owners were given probation.  The arresting officers had a field day because the police chief let them have sex with the girls. In the months leading up to the raid the arresting officers were the best customers visiting 2 or 3 times a week to make sure it was really happening.
