So, I'm sticking with a couple of agencies I've worked with for years.  The ripoffs have always been out there, but TER was a way for guys to avoid some of the risks and to look for a lady who would hopefully give the experience you want.  And from my understanding, this also helped the ladies to protect themselves to some degree as well.  

It's a loss to be sure, be careful out there.  And you ladies be careful, too.

you won't find the answer here as TER doesn't allow responses that notate competing review sites; however there are some so feel free to reach out privately to inquire. Something that is definitely worth acting upon is asking your favourite providers for recommendations. Peer networks are growing and we want to work with fellow providers that are reputable to recommend to our favourite fellas.

I too have been unable to find what I feel are credible reviews. And since TER shows no reviews for US, that means it is pointless to pay for the paid membership on this site, at least for a US user. Maybe a world traveler would still benefit.  
The good news for me is I have saved lots of money since TER went down. I have used a couple of agencies I trust, and that it. I haven’t ventured outside to seek other providers like I used too.
