He didn't make the laws. He is just doing his job by trying to enforce the laws. Face it, prostitution is never going to be legal throughout the US. And vice squads will always be trying to bust up prostitution rings because of the news it makes and the fact that for them, it is a helluva lot more fun and safer that trying to bust people for guns or drugs.

Nothing he mention about high end johns. I seriously doubt it they have the resources to go after high end prostitution. They will be happy collecting $2150 from johns on Manhiem Rd May be an occasional bust if someone complains.
Are you serious? He isnt just following laws that are imposed on him. Do your own research.

Perhaps, but not necessarily...that office has a lot of leeway in the way in which it prioritizes its enforcement and the resources it devotes to different enforcement policies...you could just as easily have someone in that office with an emphasis of gangs or illegal weapons or drugs or nursing home violations...but you don't you got Thomas Dart...and he's mostly interested in YOU!
