With no personal insight into HB6462 one can only speculate on the winners and losers if this law goes into effect, and there very well could be winners.

Elected LE officals obviously big winners, Headlines of busted hobbyists in the papers and evening news. Also winners are TER and any other review boards, more sign ups for them. Going along with this would be well established and reviewed providers for the obvious reasons.

Obvious losers, of course hobbyists but in more ways than one. The possibility of new GOOD providers entering the hobby would be lessened as many hobbyists including myself would increasingly look to the well reviewed girls.  

In this brave new world TOFTT becomes even more ominous.
