Well reviewed is a plus BUT he's specifically seeking highly rated?  Can you be highly rated if you're not well reviewed?

I guess I need to know the full meaning before I can give a full answer.

I'm assuming 'well reviewed' means she has enough reviews to prove she is legit and to track consistent scores. 'Highly rated' the scores.

Not 100% sure.
