CCBill says that bank will not except charge pertaining to a VIP purchase!! It's a debit card, but it went through last time!! Should I call the bank & tell them let the charge through???

I had the same problem last time using both pay sites.  Just wait a day or two and try again.  That is what worked for me.

you may have to try the purchase from your most used IP address.  I had the same problem while trying remotely.
