When someone posts something that was discussed, it prevents other people from posting things and is highly inconsiderate.
How does asking a question prevent anyone from discussing anything else? If you want to say they could be more resourceful with the search function, fine. But since when is there a limit on the amount of discussions that can take place or questions that can be asked?
And something may have been discussed before. But I'm sure things get brought up again from time to time. TER has a long history and it would be hard to never discuss the same thing twice.
