Think Drone. Here's a link.

No manned plane or helicopter could get permission to fly that low. I'm betting it's a drone.

My Spanish is terrible so I can't discern much but the photo is from this website.

Above Chicago. This book of aerial photographs is fantastic.

By famous photographer, Robert Cameron. Great coffee table book.

It's probably take from a helicopter as there are no building tall enough on that end of Navy Pier to get that vantage point.
