As a pedestrian, I've never been hassled, even when jaywalking right when there was a cop within the line of sight.  As a driver, I imagine it'd be harder to avoid LE, but I've been doing much of my shopping on foot lately.  I don't plan to hobby again at least until phase 1.

If you drive, put some toilet paper and Campbell's soups in a Walmart bag on the passenger seat.  Plausible deniability!
