ive never used one but from my understanding its used to keep blood flow in the member to help maintain the erection... I simply dont see how that would desensitize it to help with your problem. if anything it may make your situation worse.  I know when I have stronger erections it tends to be more sensitive.  Also if you dont need it I could see how it could maybe do some damage.  If you dont have any issues down there besides the sensitivity I dont see any reason to mess with how the plumbing works on its own.

I have used them and always keep sanitized ones on hand for visits.  It helps with blood flow for sure, and also makes everything more sensitive so using it on the base of the cock may have the opposing effect and get you increased sensation so you happen quicker.  I have never used them solely around the beanbag to reduce the ability of balls to excrete but it sounds uncomfortable especially after trying to get those bad boys out of there when they are so sensitive.  Could work especially if you like your balls pulled on and squeezed, not sure I would want to try it otherwise though.
