I had a lower rate for some clients and they are always grandfathered in. I think its ok to ask that lady that and I am sure she will agree its ok.
Just ask about it politely. I haven't had this experience with a provider, but I've oft encountered a website that stated that old clients are grandfathered in. Since this is industry standard practice you should be able to inquire whether she has the same policy.
Many of my clients are grandfathered in at older rates and I have no problem when a client I haven't seen in some time asks to be.
If you flame or criticize a provider for saying "no" then you're going over the line. If she says no and you don't want to see her as a result, you can certainly go elsewhere.
on how long ago as well as how often you saw her. If you saw her a year ago, then not a problem. If it has been more then a couple of years and you only saw her once, then it might not be the best way to make an impression with a lady. If she saw you regularly 3yrs ago and now decide you want more of her after a sojourn then it might be ok to ask.
If you knew her well, or visited within the last year then it is less likely to be perceived as a classless act. If you only saw her once 3.5years ago she will either tell you no or to get lost.
Some ladies might see it as an insult, so don't take it personally if she does get upset over it. That is just what happens sometimes when you ask for a less then advertised price be it that she ever offered at that rate or not.

As long it's a lady you have seen multiple times I don't see the harm in asking, especially if grandfathered rate may change a one time client into a regular. IMHO Doc
Although I NEVER mind someone asking me for a discount, regardless, it's all in the delivery. If someone has seen me one time awhile back and wants a discount or an old special, I generally say yes because I'm polite. But since I actually LOWERED my rates a year ago, it's sensitive for me to be asked to lower them MORE.
I often offer a $50 off special. But like the nice man did today ... I saw him once for a dinner date a couple of months ago and I thought that he was going to pay my regular rate, which is very reasonable, I believe.
And he paid me a special rate that I have off and on. He's a nice guy and I sincerely like him a lot. But I also thought it was a little shitty to just hand me the money right before he was leaving and it was short. I'm a "no harm no foul" kindof woman and I didn't say anything.
But a little graciousness goes a VERY long way with me.
So ask. But do it in a fashion that is polite and kind. Especially since you're only seen her once. And what another lady said is correct. It's highly likely if she doesn't keep records, and I personally do not, that she might not even know what she did charge!
