I've lived in Chicago my entire life and the weather can be unpredictable this time of year. I've experienced everything from snow, rain, and even a late Indian summer where temps went up close to 90* in late October. Although on average, it's usually in the 50s during the day and 40s at night.
It can be pleasantly warm or quite cold and damp or even raining. I can't recall real snow (maybe snow flurries) on Halloween in recent years but maybe I'm forgetting.

It seems like Chicago weather can never, ever be predicted. The whole past few weeks, we've been in the 80s and 90s. I've seen warm Halloweens, cold and rainy, and snow. So, really I would just pay attention to the weatherman and plan accordingly.
