I'll agree that a performance score of 4 is a bit harsh, but she is being marketed as an "exclusive" escort and is asking an above average donation.  At that price point I would expect the provider to know what she is doing and have some skills.  That experience for me would have been a 5 (average) or a 6 (nice time) at best.

It can definitely be impacted in a negative way just as a good review impacts it in a positive way.  For a new lady, this can be the end of her short lived career as an escort believe it or not.  

.... some guys have malicious reasons for low scores etc we know it happens .... I honestly think ladies get more business from a bad "out of the norm" review which kind of backfires on the a-hole's intentions to screw with her business.

You never know what happens between two people. Sometimes they just don't click. Then there's the guy who pays for companionship and gets nothing like he expected and perhaps he sees a bad review as his way to hurt her and it can in certain markets.  Then there are providers who want to do as little as possible, charge about the average in the market and expect guys to be a path to her door. It's life and it happens all the time, this scene gets played out. Nobody wins and someone loses and that could be a provider who may been having an off night, or just didn't like the guy. Well, she really can't have an off night in this day and age and charge top dollar. It's a sad reality but true. The burden is on the provider.
