The only time I've had to cancel was well in advance when I was touring and had to nix the entire trip because I was in an accident (bike + snow, y'all, don't do it!). I did have to cancel an appointment here in Chicago, too, but, that person has since not reached out to me, though he was very understanding.
That said, if I did have to cancel last minute, again, I'd feel horrible, and definitely offer extra time to make up for it. I'm a woman of my word, always, and as someone who deals with a lot of cancellations here and in my other work, I know how horrible it feels to get your hopes up and have them let down with little warning. It sucks, I don't want anyone to think of me and think "that sucked," so, I do my best to always be present and on time.
Unless I get hit by a car again, then all bets are off.

As a provider, I do my best to never ever cancel. I started to say Never, but you can't really say never can you. But I can't recall a time within the past year in which I have found a reason good enough to cancel. It is frustrating enough when people cancel on me, so I do my best to keep my word. If I say I'm gong to be somewhere, you can bet I'll be there. Now- every once in a while, I may have to move things around.
But then again, this is my home city. If I was traveling, I can't say that I could keep the same kind of attitude. Some things are out of your control.
I'm sure the lady did not want to cancel on you, and if she ever comes back I would try to see her again. Did she offer anything to make it up to you? If I had to cancel on someone I would definitely offer them something to make up for it. Whether it is 50$ off or an extra half hour or something. But not everyone runs their business like this.
