I think many of the providers need to learn their ABCs.   Many indicate D measurments when it's very clear they are nothing more than a B

Are you going by the measurement information contained in their review profile or the information specified on their website?  If it's the former, then it's not really the provider's fault.  That information is entered by the first person to review the provider and is never changed unless a problem report is submitted.  Those providers who are active on TER are usually good about checking their review page and making sure the information is correct.  But the majority of providers aren't active on TER and so can't be blamed for inaccurate information on their review page.
