Where do you think the funding is coming from? Local counties and cities do not have the funds to conduct these stings on their own and it is the FEDS who subsidize and direct the stings.  

You may not ever physically see a DHS jacket during a sting, but all evidence collected is housed by them.

It's much more complicated then that

and it's not just about women selling their bodies either. The FEDS don't give a shit about selling/buying pussy. Following money trails and creating databases is more important to them.
