it has nice templates and also works for mobile devices. ..ipad, iphone etc.

Without knowing what you are trying to do it is a little hard to give some helpful advice.  Although I can say that using the free template sites is going to get you free template site looking websites.  Also steer clear of the ones that use flash because you eliminate a very large market that will not be able to view your website on their phone and some people will not be able to on their computer because of load time or maybe they are at work etc.....

Depending on your skill level.  You could use Dreamweaver, Frontpage, Nvu(FREE), Notepad++(FREE) and for your graphics of course there is no substitute imo for Photoshop but there are lots of FREE Progs out there such as GIMP, Paint.net and a slew of others.  Just google free Photoshop alternatives and free dreamweaver alternatives.

You may also check with your hosting (I recommend Hostgator personally and all the hosting plans come with free templates and sitebuilders.  Being a web designer myself I of course say leave the webdesign stuff to people like me because is it not worth it to invest just a little bit into your business for yourself?  I think it goes a long way to show your potential clients you care.  I also think it pays off more in the long run, no different than if I had a car problem I would take it to a mechanic before I got a do it yourself kit to fix something.  Better to have it done correctly and how you want it, rather than be confined to what a free site allows you.
