I receive pms on TER routinely. Perhaps you could get some help in utilizing it.

Doesn't work for me either when I click on his name.

Open his post and click on his name and the PM window opens. You don’t need an envelope to click on.  
In fact, many handles with envelopes are unable to receive PMs, yet every alias without an envelope can receive PMs.
This is because all usernames have an envelope next to the name regardless if they are a VIP member or not. Aliases do not have the envelope but all aliases are VIP members which means they can receive PMs.
