It's illegal in MOST states (virtually all the ones in the south, including NC).  That doesn't mean much, though.  It's on the books, but we all do it.  I mean really, is getting busted and charged with two misdemeanors (if they'd even charge you with the oral sex charge) that much worse than just getting busted?  I'm not experienced on this (so cut me some slack if I'm wrong), but I can't imagine that it'd be that much worse.
