This might be too late to help but for future reference:

Prostitution is legal in Canada except for two cases:
1 - It is illegal to solicit sex in public (proposition people of the street or sell sex on the street)
2 - It is illegal to operate a "public bawdy house" or to live off the income of a "public bawdy house".  This means no brothels.

Out-calls (the girl comes to you) are 100% legal (and, by law, cell-phones, pay-phones, newspapers, and the internet are all considered "private" forms of communication).  

In-calls (you go to the girl) are in a bit of a grey area.  Is one provider receiving clients in her home considered "someone operating at public brothel"?  Especially if the arrangements are made on the phone (ie. privately).  Probably not.  I don't think the courts have ever ruled against individual escorts doing in-calls before, usually the bawdy laws are used in connection with drugs and gangs or else with shadier massage parlours.

Same laws apply for Montreal outcalls are legal and incalls are not but I have not heard of any escorts agency having any problems in the last 5 years
