Find references they will accept. I’ve had no issues playing in Canada with p411 oks.

That makes no sense. A reference is a reference unless they're too old or not from well known ladies.

Are the girls you’re reaching out to, are they independents?
I heard some indie girls won’t accept an agency ‘s girl as a sort of reference  
And if your references are agency girls, does the booker know your using them as a reference

Formerly from Canada, I had no issue accepting US references as long as they met the usual criteria. For example, they would need to be established independent providers with a verifiable web presence and any contact information given would need to match what was published on their site.  Then of course they would need to be able to confirm they had actually sessioned with the client and found them to be safe and respectful.  

If the local providers are not accepting your references, perhaps one or more of these criteria are not being met?
