Fair is fair. If what one pays for is not accessible then credit should be given. I see nothing wrong with that. I understand problems happen but some consideration from TER would create a lot of good will from their customers!

There is very partial functionality. For example you cannot click on phone numbers to see who else is available from the same phone number (well, you can click on it but no info comes up like it would in the normal version), and you cannot click on reviewers names so you can see their history in taste, ratings etc. I just think TER would want to make a gesture in appreciation of their customers, but it's not worth fighting about.
I never heard of this feature before?? I'm guessing it is for people that live on their crackberries? I'm not into that so I want credit for the time lost that I paid for. Very simple concept.
While I normally would raise a stink here too, I for one found out thanks to TER's main site about TER Mobile and when I was playing around on my iPod Touch. So we were informed about the mobile site.
Also, VIP access also includes PMing and reading other details of provider profiles, and if I am correct, that wasn't lost during the downtime.
So unfortunately, don't expect much, if any, credit on your account. Stinks, but that's how it seems like it will be.
