It's hard to say without more info. Sometimes, she forgets to pay her web-hosting fee and access to her account gets suspended until paid up. Sometimes, the website itself has problems (technical screw ups) affecting ALL of their customers' accounts. Sometimes, the Provider makes a mistake on her account (I don't know, but maybe there's a setting for "on vacation, suspend account" versus "on vacation, keep active, but add "On Vacation" message to home page").  Maybe a disgruntled customer has hacked her account / website.  Maybe she retired (WITHOUT a red flag) and shut down her website but kept the domain so no one could use it and pretend to be her. Etc..

There are many reasonable explanations other than just BAD explanations. Try to get more info (from TER users, etc.) before giving up completely. Or just try again in a week or two or four.
