If you wanted everyone and his brother to have your number you would post it on your website and reviews page.  if you don't then simeone has no right to give out your personal information.  in my opinion its a huge indiscretion.  Sorry this happened to you.  I feel especially strongly about this but even more so after the article in the herald about LE tracking numbers of providers and hobbyist.

Well I personally do not think so....  
   
 But maybe I don't know enough about this business or I missed something along the way.  
   
 I had a client text me that " Hi i gave ur name and number to _______ TER 291___ for a reference please, thanks _____aka _____ on ter"  
   
 When did clients GIVE out numbers?  
 Emails yes..numbers? Did I miss something?  
   
 Tried to back pedal and say that they didn't 'give out my number YET"  And told me to 'chill'  
 UMMM, I'm going by what they actually stated.  
   
 Shouldn't it be common, proper knowledge to never give out numbers?  
 My number is not listed on TER for a reason.  
 I'm past some not asking first if I can reference them through email first, as common curiosity.  
   
 Over reacting or substantiated?

It is standard courtesy to request permission to give a reference BEFORE doing so, not after.

The phone number is the frosting on the cake, so to speak

Maybe the other person mostly deals with ladies who have a publicly accessible work phone. That being said, enough ladies don't where they should have been more mindful.

Never is it appropriate to give out someone's number without their knowledge. The proper thing for client's to do is to ask you first for the reference.

If you're numbers not publicly listed I think that a client should always check with you first. I'm sure he meant no harm but I'd think it's still common sense/courtesy to ask permission before giving out contact info.
