I would say your points are a bit over the top, but I agree with your sentiment. To me, it just seems like a PR ploy. The holiday season is starting, and ignorant residents need the appearance of a safe community. Might as well go after the easy targets to make it happen. Ineffective as it is, stunts like these keep the leaders employed.
I wonder what the point is in mentioning the condoms found on the women. One of them had 1 condom and another had 2. That shouldn't be evidence of wrongdoing; a lot of women carry condoms. The story even mentioned a specific grand.
