Do some Providers not respond to Private Mail (PM) messages?

I use private mail, on occasion, to reach out to a Provider to express interest and availability. However I've now come across 3 different Independent providers who have never responded to my private mail message. I'm always very courteous and professional with nothing explicit ever mentioned. But never heard back. Any others run into this problem?  Is it better not to use private mail and just use the email address in their TER profile?

Just use e-mail unless you establish that they are able to read PM's

I have Access to inbox without VIP-  so I think everyone has access if they are reviewed(?)
Anyways, about PM- for me, I come on to post and normally that's about it. 1 per week. So, if there are other ladies who do this as well, they are late to receive your message. Also, it's one more place to check and not a good pattern of back and forth communication to create if you're busy or on the go! ;)  
Some will specify "no PM's" in their ad as I used to as I feel badly when a message goes unanswered- it's best to email and keep all communication in one place.
That's my feedback- best to email lady that you are interested in.

There are some ladies who for w/e reason only check PM's here rarely if at all but will respond on P411 or directly by email super fast (within few hours). So....cover as many methods of reaching her as you can at once to increase your chances of a prompt reply.

before I even notice I have a PM on TER. I only log in to screen (when I buy VIP) and I often don't even think to look up at the message thing to see if I have any PM's. Honestly I would much rather someone contact me through my website, not TER. When I get PMs through TER I just ask them to contact me via my website anyway. I'm sure there are other providers feel the same way.

I really do appreciate your time in responding and providing your actual experience and method of use. Makes sense to have one central point for communication and best to use your actual provider email address instead of PM. I agree that it's another thing to have to check and in today's busy world we don't need more things to do!
