The attached wiki only briefly suggests the reason, but there was some feeling among people back in 1946 that the proposed atomic bomb test to occur on the Bikini Atoll could set off a chain reaction that would doom the Earth.  Accordingly, the designer felt that as long as we are all about to blow ourselves up, we may as well allow women to appear in the most scantily clad bathing suit yet proposed in history.  You've got to love the logic of the French.
