The type of women that I prefer all go for fees above three bills. I use one outcall agency that has women just under 3 bills, but I always tip the ladies to bring their take up. I find quality in the price range that I am paying. My time is tight, I don't want time wasters to deal with.

I have seen no impact at all on the business of the hottest providers. Many will book up and leave me in the cold if an appointment is not made with them as soon as their schedule is published.

As much as some don't want to admit it, all providers are not made equal. Some providers just have the combination of age, natural beauty and performance that have hobbyists serially knocking on their door.

There are also some that charge more or less than they could/should be earning.  Again you can begin to sort these out by reading reviews.

Perhaps the economy has hurt the high end girls less because the economy is giving less to the majority and possibly more to the lucky few at the top.

Personally I have been lucky at the 300 level, but frequenting more 400...and never disappointed as you say.  It does require doing your homework.  Not a problem, as I find reading reviews a pleasure not a burden.
