Many good pointers given already.  

I might go 200 if I like her pictures, possibly 300 is she promised a special talent I enjoy.  I would spend some time on the phone with her before booking.  This would be a "screening interview" and to get an indication of her personality.

on an unreviewed provider? I would take a chance (only after I've been watching her posts for at least a month) at $150 for a half or $200 for a whole hour. Anything more than that and I'll wait for reviews.

I had some strong recommendations from people I trust, or we have had some back and forth that gave me a very strong sense of security about her.

Then, I'd pay whatever I felt was a fair rate taking everything into consideration.

Paying even zero dollars for an unreviewed provider is a bad bargain if it ends up with you busted or rolled.

First I would google images to see if she is using "stolen pics" that is an automatic red flag.
Also, search her phone or email. I would look on P411/Date-check. If all checks out I may consider; if in doubt I would post a "411" question (maybe somebody saw her but didn't submit a review)

I stopped writing reviews a while back as TER mods requested more juicy details.

I will not see a lady without reviews. I don't make my decision only on the review itself.
Just makes me feel safer.  

I have seen the same lady with 5's and 6's have 8's and 9's. LOL
