Is trying to get even or some vigilante citizen arrest or whatever, he said ( ie johns law)

A sting is cops getting permission to set up in a hotel room to invite johns or hooker in.  
With audio,/ visual surveillance,  
He doesnt mention arriving at a sting, sound like its just some aunt leo, ?
