I think you're right on the mark about this being "edging" or "orgasm control". I tend to associate "milking" with making a man cum repeatedly so that he's overly-sensitive and becomes unpleasant, or incorporating prostate stimulation ("prostate milking") to make him cum that way (i.e., taking away his control of his own orgasm).
I'm not a medical expert - I just play one on TV - so let me borrow from this bit I found on the interwebs:

Getting back to your question, I think if you look at the difference between emission and ejaculation, your answer to the 10-second phase is somewhat explained there.
In terms of practical uses, a dominant (or other sex or play partner) can have a man on the brink of orgasm and if you squeeze the top and bottom of the head of the penis, the orgasm can sometimes be temporarily thwarted. This isn't a special BDSM thing. I think I read about it first in a sex ed book for partners that tend to be prone to premature ejaculation
I used to masturbate quite frequently as an exercise to control my ejaculation and increase the frequency of multiple orgasm. (A tip of the hat to the erstwhile Love Goddess.) Orgasms are different from ejaculation, and by masturbating up to just the point of no return, I can experience up to 5-6 orgasms before I commit to the ejaculation. An orgasm occurs when I feel a release of endorphins in my brain and achieve a state of nirvana from same.
But once I begin to ejaculate (phase 2) there is little or no time in between the 4-6 spurts of cum that shoot out which go on for 10-15 seconds before I am spent.
But, physiology can vary, so it's good to hear about other experiences.

I have several years of experience with denying orgasms. I've noticed that if you can read someone well you can deny an orgasm over and over and over again.
