They can have some very reputable providers (Damien, Maya of Midtown, Tisha), but continually aid and abet known scammers (allow them to change their names several times after each time they're outed); the reviews on their own board are a joke; they advertise as the #1-rated site in Atlanta for 7 years running or something similarly ridiculous; they frequently sign up as new TER users to review new clients with inflated reviews.
I don't know what the owner charges providers, but you'd think that by simply getting rid of the con artists and keeping only the reputable providers on her site, her site would eventually feature 6-10 good providers, be a well-trafficked site which then attracted more paying customers (providers).
I don't get it.

I will say, the owner also seems to have some psychological problems, based on posts I've read over the years.
I don't think she's retired; she was listed briefly on the Pleasures Playhouse site a few months ago, and last I checked, her own web site was still up.
