They're hoping to catch unsuspecting providers or agency owners.

In some sense, the hobbying community should be grateful for their actions. Their effectively culling the weak links of the hobbying community. Weal links who might endanger our personal safety and privacy by engaging in foolish, unprofessional, ill-advised actions.

Who's to say that someone foolish enough to apply for a license wouldn't turn around and compromise her clients' safety and personal security? Stranger things have happened.

Just ask client #6: Elliot Spitzer, former Governor and Attorney General of the state of New York.
