So unlike most other areas, at least per TER advertising, I notice Atl has an above average number of Agencies in the mix.  While I use Agencies, I lean toward the independents as you have more of an opportunity to "tailor" your appointment.  

Hence, I am assuming/wondering that they are above board and reliable given their consistent posting on the TER board?

I've perused a few of the Agencies sites and see some potential appointment material.

Are my assumptions valid that Atl Agencies are a  reliable "Go To" source?  OR, is it more a YMMV scenario?

I can vouch for both Gold Club and Exotic Flavors. Both are great agencies that are run by veterns who know this business inside and out! Extremely reliable and safe!

If you like agencies, you won't find any better than in ATL.

Exotic Asian Atlanta. No one will actually answer the number listed on their site if you call, but they'll get back to you by text. They have my highest recommendation. Very speedy, painless pre-screen AND got to see one of the most gorgeous Asian ladies I've seen in years that same day.
