I am sure for a deposit and paying for the nails to be done to your liking most ladies will accommodate you.  

I have personally dealt with Fetishes for specific nail colors or lengths and toenail colors and if they paid a deposit for the session (Usually was $100) this also covered the nails being done, but some Ladies may want a deposit and the cost of you having their nails done.  

If you find someone reputable and ask I am sure they can accommodate you as long as you're request is polite.
