I believe it has been posted that the "official" start time is 7pm.  However, I believe JimmyPW and maybe some other organizers have said they are getting there as early as 5pm.  Yet still, it has been said that most will not be showing up until 730-830pm, while others might not get there until as late as 10pm.  Long answer to your question, huh?  lol
