If you were a regular with a lady, by regular I mean at least once a month for a whole year, you might get extra time on a regular date. But unless you've got an ongoing situation, nobody is going to offer you a birthday special if they've never met you before, or even if you've seen them 2 or 3 times.

To ask comes across as cheap. Women don't like cheap men, no matter how or where you meet them.
