Many probably already know that most soaplands in Tokyo are not foreigner friendly. Even speaking Japanese you won't get in to many of them. There are a few that welcome the foreigner and don't up the price just because of your skin color.
I recently had a great time in the Yoshiwara area of Tokyo where most of the soaplands are found. It's an easy walk from the Minowa station on the Hibiya subway line. Do a search for Darling Harbour Tokyo and you'll find their website with map and all the information you'll need. They welcome the foreigner and you get exactly the same service as Japanese and it won't break your bank account. If your comfortable with Japanese they will pick you up and return you to a few nearby stations.
I see a lot of gents playing with Tokyo Hentai Club and it's an experience itself but it's not a FS soapland for more $$.
My playtime and lady I chose were exactly like her photo and the service was exceptional. You can't describe a true nuru mat play experience.  
I've also seen reports of a foreigner friendly soapland in Kawasaki (short train ride from Tokyo station) but didn't have the opportunity to explore it. Search for Paradise Inn Kawasaki and you'll find all the information you need.
