It's basically a creative way of making the other person "say your name" (always an erotic thing to hear during the act). The incestial part of it (or the pimp/whore dynamic, as in 'who's your [sugar] daddy') adds some taboo spice, if you're into that kinda thing (which I'm not, by the way).
It has since evolved to also be one of those things you say when you are dominating someone, in many situations, some of them totally non-sexual: sports, f'rinstance.
I believe some of us think it means that the man saying it wants be in power, and usually there's some spanking going on. So . . . it's sort of a father/daughter reflection, but now another man is in charge (lots of testosterone). I find it very humorous when a man asks me to say this to him, especially if he's got a serious expression, because I do not find it to be a turn-on. It's just comical.

Well, let's broaden this discussion...
What are some of the things you like to say, or to be told?
Do you literally like to put the words in your partner's mouth (assuming nothing else is in there in the mean time), or do you hope they'll say something you like on their own (or due to your best efforts)?
Do you even LIKE chatter, or do you prefer "sounds" and breathing cues?
What is the nastiest/sexiest/sweetest/[fill in your adjective]-est thing you ever said or had said to you while "in situ"?
I can't think of one thing in particular, but I like my partner to express himself. That way, I know he's enjoying himself, albeit some like it more quiet while they savor the moment.
