Streetwalking or keeping a house of prostitution are prohibited.  The act itself is not...  if in private.
AMPs are harrassed & raided for building code violations.
RIs niave CL girls are lured across nearby state lines for outcalls.

A lot of people seem to think sex for pay is “legal” in Rhode Island if between consenting adults and in private, even if the Internet is used to connect the buyer and seller. I’ve even seen statements from police officials saying this and news reports of plans by the legislature to close this “loophole.”

Does that mean you are safe from arrest if you meet a sex for pay lady in private? Nope, there are just too many exceptions in the poorly worded and vague pandering statute that a prosecutor can use if he wants to be creative.

If the lady is doing this for the first time, it might be illegal recruitment. If the lady maintains an incall, how this is this different from a brothel? Do you want to be the test case? If she travels across state lines, there are potential Mann Act violations as well.

So there are no guaranties anywhere in the United States that I know of, except for licensed brothels in Nevada, and there are exceptions even there.

I think the most you can say is that the R.I. does not clearly prohibit sex for pay in a purely private outcall setting. But that doesn't mean that it is "legal."

For the best advice, consult a R.I attorney who has studied this.

Bill to close prostitution loophole

Thursday, March 13, 2008
By Cynthia Needham
Journal State House Bureau

PROVIDENCE — With the nation’s eyes trained on former New York Gov. Eliot Spitzer’s alleged involvement with a prostitute, Rhode Island lawmakers are considering a bill that would close the loophole in this state’s laws that makes prostitution legal if it occurs indoors.

The proposed legislation has become something of a perennial bill in recent years, but has never been passed by the General Assembly. This year’s version came before the House Judiciary Committee again last night, where its sponsor, Joanne M. Giannini, D-Providence, argued that extending the state’s misdemeanor prostitution statute to cover indoor activity would make it easier for the police to crack down on suspected brothels.

“A lot of people don’t realize that prostitution is legal in Rhode Island if you do it indoors,” State Police Inspector Stephen Bannon testified. In an accompanying letter, State Police Supt. Col. Brendan P. Doherty noted that under current law, “persons are free to solicit sex for money in newspapers and/or over the Internet as long as the conduct that is agreed upon takes place in private.”

But opponents, including the Rhode Island Affiliate of the American Civil Liberties Union, say the bill would unfairly target the women who are forced into prostitution.

The Judiciary Committee took no action last night, though House Majority Leader Gordon D. Fox, D-Providence, said in a statement that the House plans this session “to look very carefully at closing this loophole once and for all.”

It's mostly low end CL ladies down there and guys don't want to spend any money. You can get full service in a strip club for about $150!

The Boston agencies put girls down there once in a while and they spend all day one day watching television before demanding to be put back in the Boston area.  The calls that they do get are all looking for discounts...

There is a reason why touring ladies and national agencies skip "legal" RI in favor of Boston and Hartford.

not true many in RI were happy to pay my services and my average is 250 to 300 hourly not everyone wants the cheap mcdonalds fast service!!! and after the heavy crack downs lately in boston and mass areas, many are willing to travel to RI to visit! crossing state lines may be an issue, but if you are a one man band they pretty much leave you alone.

BG,
I don't have the experience to argue...  but it seems that every co-ed with a computer has an ad on CL & providing on the side.  Or NOT.  Many B&S, ripoffs, under-performance, etc.  Inexperienced wanna-be providers may sortta fill the need but drive the market down.
There are some nice providers at reasonable prices but many TOFTT before finding them.  Why I stick to my Favs List these days.

Is that the real coeds are working for the better agencies or working in strip clubs.

The two most common descriptions used by the "ladies" on CL are "coed" and "non-pro". I gave up trying to sort out the BS on CL long ago. I have a couple of great favs and I stick with them. When I travel I may roll the dice once in a while but if there is a good agency in town I call them first before I wade in to Craig's List...

My opinions on RI are based on conversations I have had with agency owners and providers alike.  I'm not saying you can't make any money down there but one would think that, given the legal situation down there that ladies would be flocking to Providence like gamblers to Las Vegas...and yet they don't.

I never knew about Rhode Island until a client invited me exclusively for overnighter on his yacht while in New Port RI I did my home work and its a real gem!!!! Angela Best Kept Secret for now

that called indecent exposure and if in a public area park or restroom it is a federal offense!!!
