With the internet, you can work with an agency that is located in any city and do your work wherever you want.  The important factor is that the agency know what it is doing when screening potential clients.  You will have to do your part.  You may want to talk to some NYC agencies that you trust about a working arrangement where you work at a location and they set up business for you.  I assume that you do not want to become an independent.
