I visited Bucharest last year but did not hobby as I was there to see one lady.  However, the women in Romania are just amazing.  I had to contain my head from acting like it was on a swivel when we went out.  

I had my guide to help me out so not sure how you would make out alone without knowing the language.  Most of the young people speak some english but older people don't speak a word as they were taught Russian in school.

I had few trips to Prague, Budapest, Bratislava and Sofia .
 the most gorgeous girls I 've met were in Prague, they all look like models...with a huge sexual appetite...ready to please...I also love Bulgarian girls, they are hot and very sexual...I dated a bulgarian chick, I've met in Paris ( my hometown...), for a couple months, man she sexually exhausted me...I understand why your friend raves about those Slavic beauties.. indescribable experience...you have to taste them to understand...Ha and Cali girls think they can compete...

As Mike said most of the young people speaks some english, but still, you may need some guidance there, at least for the first time... Don't forget it's Eastern Europe...as a foreigner you have to be careful where you step in...
However being American is a huge "turn on" for those girls...( and also for all kind of crooks... ), certainly more expensive than Cuba... but definitely a memorable experience...
Again if you go there, use a savvy  guide...
